The Grand Moff's inspiration?

I was pretty sure what the title of Let's Kill Hitler was alluding to in the run up to it, and was surprised many many people didn't also expect that specific plotline explaining the title (the rest I didn't predict, but, y'know). It turns out that many many people haven't read the following short story, this is something that probably ought to be rectified.

So, is it happenstance, or is Moffat also a reader of Abyss and Apex webzine? Wikihistory:
